In developing countries, some people think the government should introduce new technology to people in order to improve quality of life, while others believe governments should offer free education. Discuss both views and give your opinion. (Words= 328)

背景：预算紧张，政府要考虑在哪些方面拨款，以提高生活质量。

题目争议：新科技和免费教育是比较多人支持的两个拨款考虑。

With the limited budget, government needs to contemplate on where to allocate its funding in order to improve the quality of life. Among the most popular options are investing on new technology and providing free education. Some people favor the former while others campaign for the latter. I believe both views are valid and there is no way to decide which one is better than the other. =67

第二段：论述第一种观点（新科技的好处）=论点+论据+论据的具体化

论点：新科技是人类社会前进的动力。

论据：历史上的两次工业革命展现了新科技的威力。

具体化：工业革命的科学和技术突破，包括电的发现和应用，现代电灯，电话，汽车甚至飞机的发明，等等，使欧洲国家变成世界上最富有的国家，对人民生活水平提高带来巨大的好处。

Technology, on the one hand, has proved itself as the leading power in driving the human society to move forward. History has witnessed such power in numerous occasions, the most monumental among which are the first and second industrial revolution. With such scientific and technological breakthrough as the discovery and application of the electricity, and invention of modern light bulb, telephone, automobile, and even airplane, etc., the European countries where all these changes took place had gained great momentum in becoming the richest countries in the world, which had doubtlessly brought tremendous benefits to the improvement of the quality of life. =101

第三段：论述第二种观点（免费教育的好处）=对第一种观点的反驳+提出第二种观点+论据

对第一种观点的反驳：一些人认为科技进步只对社会精英有利，即那些有钱人和受过良好教育的人，而普罗大众没有办法接触高科技，没有得到任何好处。

On the other hand, however, some people might argue that technological advancement only benefits the social elites, namely the rich and the highly educated, while the underprivileged who have limited access to high technology have little to gain from the investment on technology. They believe free education is a more pressing need in order to improve the quality of life of the whole society. The majority of the population will lead a happier and more fulfilling life if they can receive free education and the society as a whole will benefit from its better educated citizens and workers.=98

第四段：总结：概括个人立场

个人立场：可以确定新科技和免费教育两者的重要性表现在不同的方面。一个国家的教育体系需要包括新科技，而新科技也需要免费的教育来穿透到整个社会中才能发挥它最大的影响。任何社会都不能忽略他们中的任何一个。

We can safely conclude that both new technology and free education are crucial for the quality of life in different aspects. The curriculum of a nation’s educational system should include new technology and new technology also needs free education to penetrate to the whole society in order to exert its full impact. No societies can afford to neglect either one of them. =62
